According to an article by The Jackson Sun, a county flag was designed by Rosalee Gibbons of the Bemis community in Jackson. A contest was held for this after the realization by local Telephone Pioneer chairman Jim Weaver that no county flag existed. The judges of this contest at the time were: Emma Inman Williams, historian of the area; Mary Duke Golden, art teacher at St. Mary's School; and Rickey McCurry, assistant director of development at Lane College. The flag was first presented on April 23, 1986 at the Old English Inn. Second place winner Nitzi Melton also from Bemis, won a $100 savings bond, while Gibbons won a $200 one.

The winning flag was designed with the shape of Madison County, in white outlined thickly in blue on a red background. Inside of it is a flatboat and a locomotive, both historically important to settlement of the area the county sits on. On one side stripes enclose the words "MADISON COUNTY", and there is also the Tennessee state seal in one corner. Proportions 3:5, though it appears to be flown with the design tilted oddly, or just hung like a banner. In this other article, it says Emma Inman Williams's book Historic Madison was an inspiration for the design by Gibbons for the designs in the county's shape. In the finished version of the flag from the article, it seems like the words "MADISON COUNTY" might have changed position, though this image is not entirely clear.

Another picture of the flag.
