Municipal flags in Phelps County:
A red-white-blue vertical tricolor, crossed by a horizontal black railroad track, with the county logo on top. The logo consists of a grey cogwheel, a tree crown in the center, and a white ribbon bearing the county name arched over the upper part the cogwheel.

At www.phelpscounty.org/coflag.jpg the ratio is 1:2, and there are 2-3 track beams fully visible on either side of the seal scroll, while the real flag seems to be 2:3, with only one uncovered beam showing on either side.
