The flag was designed by John Wagner, a resident of Kelley, who began his
work in 2020 and presented 2 versions to the city council in April 2022. The
designs were voted on by other residents, and a winner was announced in the city
newsletter in July 2022. Owing to the designer's request, the flag was first
flown in front of city hall in December 2022.
