Decorative flag

I found what appears to be a possible flag for the town of Rocky Hill, Connecticut, just outside the town hall, but I couldn't really make out any details other than a white, filled-in outline of Connecticut and some sort of seal in the center. This image is from Google Maps.

I reached out to Town Historian Bob Herron via email on November 2nd asking about the flag. A day later he said it was a "darn good question" and reached out to me again last night, this is what he wrote:
I've checked with the Town Clerk, Town Manager, the Building Department, the historical society, and knowledgeable people in town. Nobody has any knowledge of the flag. My conclusion is that the flag is simply a decoration.

The flag has an outline of the State of Connecticut on a blue field with the town seal in the center. It's worth noting that the ship on the Town Seal is a frigate. Folklore claims that the ship is the Minerva, a ship built in Rocky Hill that was the first ship commissioned by Connecticut in the Revolution when the state had its own navy. It's not. The Minerva was a two masted brig. In fact two people in the past have tried to inventory ships built in Rocky Hill. Neither of them found that a frigate was ever built here.
