"Rectangular panel with a ratio of the parties 2:3 consists of two equal vertical strips - red from a staff and green, on which is direct yellow cross from the end to the end. A parity of cross beam width to flag height is 1:5."

"Cross or. Gules; arrow on an arch argent. Vert; arrow with two crossbeams edge up in pale argent. Gules; paty cross argent. Vert; eight-beam facetted star argent with beams of variable length through one. The board is framed by an ornamental composition from flax flowers and wheat cones. The board is crowned by the crown argent with the oblast' arms.
