The Flag

From the site of Ukrainian Heraldry:
"The flag was approved on 25 Febuary 1998 by the resolution 25/18 of the municipal council and represents a dichromatic rectangular panel from red and green horizontally - are arranged of isometric bands, between which one the triangular wedge of black colour with the basis for staff with fastigium on connection of red and green bands apart 1/5 lengths of a colours is pasted. The red colour means force, power and advantage; green colour means hope, pleasure, abundance; black means a prudence. The author is S.M.Miroshnychenko."

From the site of Ukrainian Heraldry:
"The emblem was approved on 25.02.1998 by the solution 25/17 of municipal council. The shield is pall-reverced by dules, vert and sable. In the top on division is an or sun. In the bottom as the or character of the railway.
The emblem adorned by decorative cartouche with chestnut (on the right) and autumnal branch of a maple (at the left) of natural colours, and crowned by argent mauerkrone with three towers and enframed by feather-grass twined by red ribbon with or superscription "Debal'tsevo".
Gules colour means love, bravery and boldness shown since the old days by the inhabitants of these places. The gules colour is also colour incandescent metal, that indicates one of oldest city plant of metallurgical engineering. The vert colour symbolizes abundance, which one is given to the people ground. The sable colour means a coal. The sun is a character of light and hope. The second figure of the arms is the emblem of the workers of a railway transport bacause city is the largest railway junction in the Ukraine. The author is S.M.Miroshnychenko."
