About the flag

This flag includes the inscription "宜蘭市", which means this is the municipal flag, not the county flag (which would be "宜蘭縣"), but the city.

The flag is white, seemingly 2:3 or more oblong, with blue penstroke Han idiograms "宜蘭市" centered on top, and underneath, also centered, an emblem within a thick black circle. This emblem consists of a stylized red Han monogram (maybe "宜"+"市"?) surrounded by a pair of green branches, vaguely similar to that of Tainan county. There may be additional items underneath or at the far ends of the fly and hoist, but the photo doesn’t show those areas of the flag.
