A white pre-2016 flag might never have existed (see left image above). Please note that my colouring was made arbitrarily! It is the same with a post -2016 flag (see right image above) including the new stylisec arms, here coloured as yellow. If the local council has "adopted" new symbols after 2016, the corresponding flag has to be yellow (very likely) or white (not very likely, as only the leaves of the corn cobs are white, but that cannot be excluded completely).

Coat of Arms

[Santa Cruz do Bispo commune shield (until 2013)] image located by Klaus-Michael Schneider, 1 Sep 2016

The shield (see image above) is displaying a scene in B/W from local São Brás Mountain, where is located the Manor of the Bishops (Port.: "Quinta dos Bispos"). The scene shows a crucifix of stone at dexter chief and an incomplete sculpture of an ancient warrior or mythical hero, having a lyon's face, the so called "Man of Maça". There are different theories about the sculpture. Some say, it would be from the Roman period. Others say, it was erected in the 16th century as a decoration of the gardens of the manor. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "FREGUESIA DE SANTA CRUZ DO BISPO". See more details e.g. here.
The image in source meanwhile has changed some time after 2016 as follows:
Shield Gules a Greek cross Or with lozenges on every end of the bars with gemstones of Vert and Gules, flanked by four corn cobs Or leafed Argent ordered 2:2.
Meaning:
The bishop´s cross is a canting element.
It appears, as if also the new version of the coat of arms has never been approved, because
1) it obviously was introduced some time after 2016 (the commune had been dissolved already in 2013)
2) usually the page gives information about the date of publication in the Diário da República (here no comment)

Presentation of

Due to its number of inhabitants bigger than 5000 Santa Cruz do Bispo should have the rank of a town (Portuguese: vila), but may be it hasn´t. And worst of all, it probably never had had an approved flag, which is at least unusual. Santa Cruz do Bispo
was one of the pre-2013 communes of Matosinhos Municipality; it had 5767 inhabitants in 2011 and covered 3,8 km².
