From the Coronation of Iroojlaplap (Paramount Chief) Christopher Jorebon Loeak held on Nov 11 a nice display of Lib, Jabat, Namu, Kwajalein, Ailinglaplap, Jaluit, Namdrik, Ebon and Rongelap flags. I've seen all these flags before but it's the first time I've seen the other two flags that were displayed. My wild guess is that the one with the lettering Mojen Eo An Litokwa could be that of the Paramount Chief's domain.

Two videos from his coronation:

I think you are right about the Mojen Eo An Litokwa flag.
Maybe this helps to understand a little...:
- at https://www.facebook.com/photo is a card with "LB Cross Koba Maron" seal, and with the words "Mojen Eo An Litokwa (Litokwa's Domain)" and "Mojen Eo An Loeak (Loeak's Domain)"

- here: http://www.rmiembassyus.comcastbiz.net/index.php/about/marshall-islands/government "Mojen eo an Litokwa, Ralik Chain" is listed as a "Royal Clan".

- here : https://gaia123.wordpress.com/2009/02/10/wotje-atoll-ratak-chain-marshall-islandsglobal-alliance-for-international-advancement/ the Ratak Kobamaron is described as the Alliance of traditional leaders of the Ratak Chain.
