The city emblem was adopted on Sep 1st 1944 but there is no flag law. The white flag has a dark bluecity emblem in the center. The city emblem is a stylized kanji 川 Kawa of Toyokawa surrounded by four katakana ト To.  They say they don’t use a black but a dark blue flags. Sometimes the color in the photo looks different.
