The symbols of Vela Luka are described in the Municipality Statutes Statut Općine Vela Luka (text), adopted on 5 April 2006 by the Municipality Assembly, although they were adopted earlier.
This is repeated in the current Municipality Statutes Statut Općine Vela Luka, adopted on 14 July 2009 by the Municipality Assembly and published on 20 July 2009 in the Municipality official gazette Službeni glasnik Općine Vela Luka, No. 5 (text).

The flag is in proportions 1:2, blue with the coat of arms, bordered white, in the middle.

The coat of arms is described in Article 4 of the Municipality Statutes as the historical coat of arms, "composed of a blue-colored shield in the centre of which is set a dove colored white/silver with a yellow/golden olive branch in its beak".
The Statutes do not mention the white border around the shield (neither does the description of the flage); however, the coat of arms in use always has a white border, including on the flag.
