It also changes some penal prescriptions.

Decision Odluka o osnivanju Komisije za utvrđivanje uvjeta i raspisivanje natjeĐaja za izradu idejnog rješenja grba i zastave Općine Gola, adopted on 9 March 1995 and published on 24 April 1995 in Službeni glasnik Županije Koprivnicko-križevacke, No. 3, appointed a commission to run the public contest for the symbols. The nine-member Commission, chaired by Stanislav Salaj, included Pr. Dr. Dragutin Feletar, the historian Hrvoje Petrić, the painter Ivan Večenaj and others. The prizes were established as 3,000 HRK for the first prize and 2,000 HRK for the second prize.

The symbols, designed by Mladen Večena, a famous naive painter from Gola, were approved by the Ministry of Administration on 18 January 1996, as reported by D. Ernečić [erc03].
The symbols were first used on 13 June 1996 in the celebration of the municipal day (St. Anthony's Day) celebrations. The symbols were consacrated in the Three Wise Men church by priest Ferek from Đurđevci, who concelebrated a mass with other priests from the region (Glas Podravine, 21 June 1996).

The flag is described in Article 7 of the Decision as follows:

The Municipality of Gola has its flag, coloured green (proportions 1:2). The coat of arms is set in the middle of the flag.
