The Communauté d'agglomération Grand Calais Terres et Mers (106,173 inhabitants in 2018; 18,580 ha), established on 1 December 2019 as the merger of the Communauté d'agglomération du Calaisis and the former Communauté de communes du Sud-Ouest du Calaisis, is composed of the 14 municipalities of Calais of Les Attaques, Bonningues-lès-Calais, Coquelles, Coulogne, Escalles, Fréthun, Hames-Boucres, Marck, Nielles-lès-Calais, Peuplingues, Pihen-lès-Guînes, Saint-Tricat, Sangatte.

Calaisis was joined in 2017 by another four municipalities, Fréthun (1,293 inh.), Hames-Boucres (1,464 inh.), Les Attaques (1,942 inh.), and Nielles-lès-Calais (277 inh.). The new authority adopted on 24 January 2017 the brand name of Grand Calais Terres et Mers but kept its administrative name of Communauté d'agglomération du Calaisis.
In November 2018, the administrative court in Lille, considering that the prefect of Pas-de-Calais had illegally considered himself bound by the deliberations of a qualified majority of the municipal councils of the municipalities concerned by the supression of the Communauté de communes du Sud-Ouest du Calaisis, the creation of the Communauté de communes du Pays d'Opale and the enlargement of the territory of the Communauté d'agglomération du Calaisis, cancelled the decrees issued on 1 December 2019, leaving time to draw the institutional consequences of these cancellations. The departemental commission about inter-municipal cooperation, meeting on 25 November 2019, approved the merger between the Communauté d'agglomération du Calaisis and the former Communauté de communes du Sud-Ouest du Calaisis.

The flag of Grand Calais Terres et Mers (photo, photo) is white with the authority's logo.
