Flag of Torre de Santa María

The flag and arms of Torre de Santa María, adopted on 5 June 1991 and on 4 December 1992 by the Municipal Council and validated on 31 March 1992 and 15 February 1993 by the Assessing Council of Honors and Distinctions of the Government of Extremadura, are prescribed by an Order issued on 9 March 1993 by the Government of Extremadura and published on 27 March 1993 in the official gazette of Extremadura, No. 37, pp. 908-909 (text).
The symbols are described as follows:

Flag: Rectangular, in proportions 2:3, composed of a red panel charged in the center the municipal coat of arms and with a blue border, in width 1/5 of the flag's width.
Coat of arms: Gules a tower [torre] argent. A bordure azure 12 stars or. The shield surmounted by a Royal crown closed.

The flag in use (photo) appears to be a banner of the municipal arms with the stars in the bordure argent instead of or.
