Estonian Tax and Customs Board (Maksu- ja Tolliamet)

image by Zachary Harden, 09 January 2012

Since September 18th, 2005, there has been a different design for the Estonian Tax and Customs Board (Maksu- ja Tolliamet). The basic design of the flag did not change; an Estonian flag charged with an emblem at the top-hoist corner of the flag. There was not a exact size of the emblem at the top corner, but from what I was able to see it is a square of 7:7 (if the flag has a size of 21:33, since the flag ratio is 7:11 according to The square is white in color with the emblem centered in the square. According to Section 2.1 of the law, which can be seen in Estonian at, the emblem is a stylized version of the Caduceus (winged emblem with a staff encircled by two snakes). The Caduceus emblem is colored Pantone 540 CVC.
Another side note, this is not mentioned in the law as a "revenue flag" as the previous flag was. It is just styled "Flag of the Customs Administration."

I located the revenue flag shown at <>. It is slightly different from the Flaggenbuch image.

Customs Flag. It is actually called Revenue Flag in Estonian documents in English available on the Net.
From <>:
"Estonian Customs Act
Chapter I
Article 7. Customs insignia

The Government of the Republic shall approve the description of the revenue flag, customs badge and customs emblem.
The Minister of Finance shall establish the procedure for using the
revenue flag, customs badge and customs emblem.
(13.10.99 entered into force 31.10.99 Ż RT I 1999, 79, 731)"
Željko Heimer, 24 August 2001

The law that regulated the previous flag stated that the square portion that is reddish in our image (orange in theirs) is colored Pantone 1925C.

Citizenship and Migration Board's Flag

From <>:
"The existing Citizenship and Migration Board is a result of several incorporations and reorganisations. The history of the Board goes back to the year 1918 when on November 26 the newly-born Republic of Estonia adopted two important acts: the Regulation of the Land Council on the Citizenship of the Estonian Democratic Republic and the Regulation of the Provisional Government on Travel Passports, Entering Visas in Passports and the Issue of Travel Licences. The first document can be considered as the first citizenship act and the second as a predecessor of the Aliens Act. That is why the Citizenship and Migration Board celebrates its anniversary on November 26. The Board has its own symbols - a flag, coat of arms and logo".
