The Province

El Oro is a province in the southern coastal area on the border with Peru. It belongs to Costa region. Capital is Machala.

The El Oro Province (Oro = Gold) is the southernmost of Ecuador's coastal provinces. It has been named that way because of its historically important gold production. It is one of the worlds major banana exporters. The capital is Machala. The province is divided in 14 cantons and features a wide range of attractions, such as the Jambelí Islands, the petrified forest of the Puyango River, and the island of Santa Clara, to name a few.

Previously Reported Two WRONG Flags

I had a look in my sources. Smith 1975 [smi75c] shows the flag of El Oro with no comment about it. Smith 1985 ([smi85], the Spanish version of [smi80]) shows the same flag but with a footnote "There are doubts concerning several of these flags". Alvarez et.al. 1986 [alv86], a South American source, appears to have simply copied Smith 1975 and shows the flag with no comment.
Maybe Smith reported some Ecuadorian flag which was spotted at El Oro but was not the El Oro flag? Maybe that flag had some relationship with the one I spotted (same flag, no canton, lighter green) as Ecuadorian UFE?

It is a 1:2 flag divided as an Ecuadorian / Colombian triband (2+1+1, horizontal), the lower stripes being yellow over red and the upper one itself divided vertically in two halves: the fly side being green and the hoist side itself filled with the pattern of an Ecuadorian / Colombian triband, this time in the usual colors of yellow over (dark) blue, over red.
