The flag of the CNZFE can be seen in a photograph online. The flag is displayed against the back wall, along with the national flag (with coat of arms), the flag of the Ministry of Women, a blue flag that looks similar to the Attorney General's flag, and another white flag with a black and red logo on it.

The CNZFE flag is white with the agency's logo centered. The logo features a gold cogwheel toward the hoist that leads into the agency's initials (CNZFE) in blue capital letters. The central bar of the E ends in an arrow pointing toward the fly. Below the agency's initials is the name of the agency in Spanish in blue capital letters on three lines:
Interestingly, there is no accent mark over the final capital O in "exportación."

Regarding the accent mark in the capital "O" on this entity's name, it was (and sometimes still is) a common practice not to accent the letters when written in capitals in most (if not all) Latin American countries (at least, but not exclusively to, Latin America, as there are other Spanish speaking countries outside Latin America). But in recent times (1990s and onwards), accent marks in capital letters have appeared from time to time again.

The RAE (Real Academia Española, Spanish Royal Academy), the Spanish language regulator worldwide, does mention that they have not issued a regulation that states otherwise.

About the Organization

The Consejo Nacional de Zonas Francas de Exportación (CNZFE), which I have seen alternately translated as the National Council of Export Processing Zones or the National Council of Duty-Free Export Zones, is an agency that has a connection to the Dominican government. I'm just not sure what the CNZFE is responsible for or how it's connected to the government.

The CNZFE is a techincal government organization that depends on the Ministry of Industry and Commerce, as mentioned here, where they mention that the CNZFE was established through Article 19 of Law 8-90 (1990). They are in charge of establishing Free Zones in the country (regulations, permits and in general, overseeing all the interaction between the Free Zones and its operators).
