About the flag

The regional flag of Los Ríos is partly canting, with three horizontal wavy stripes — "los ríos" is Spanish for "the rivers." These stripes are narrow and separated with gaps of the background color, white, and are colored, from the top, in dark yellow, green, and off-blue; on the flag's center a white disc (indistinct from the background except where it eclipses the wavy stripes) chaged with a ring of dark yellow five-pointed regular stars upright.

The whole bundle of stripes, with their wave crests and abysses, takes up the central 1/3rd of the flag's height, while the disc's diameter is 5/9ths of the flag's height. The flag's overall ratio is 2:3.

Coat of arms

The flag seems to be a derivative of the regional CoA, which shows the three wavy stripes within a star ring instead, with a bicolor green over blue bordure: [http://commons.wikimedia.org/wiki/File:Coat_of_arms_of_Los_R%C3%ADos,_Chile.svg].
