The flag of Trebinje (photo, photo, photo, photo) is prescribed in Article 6 of the proposed new Municipal Statutes Statut Grada Trebinje (nacrt), published in January 2013 (text), as follows:
The flag of the Town is rectangular in shape, coloured light blue with the coat of arms of the Town in the middle (central part of the coat of arms - the lesser coat of arms).

The coat of arms of Trebinje is prescribed in Article 7 of the Municipal Statutes Statut Opštine Trebinje (text), adopted on 4 July 2005 by the Municipal Assembly and published in the Municipal official gazette Službeni glasnik Opštine Trebinje, No. 8. This is repeated in Article 6 of the aforementioned, proposed new Municipal Statutes
The coat of arms is prescriebd as follows:
The symbol of the Municipality is a coat of arms, the central part of which is a triangular shield; above it a crown designating the Town rank. At the right and the left side of the shield are figures of lions symbolizing power, light and words. Under the shield is an ornament of grapevine branch characteristic for the region and beneath it a ribbon with the inscription of "Trebinje". The central part of the shield is a cross, and the basic symbol of the shield is a tower, as a symbol of vigilance and elevation. The blue colour in the shield represents the river; in the top left and right corner of the shield are two figures of birds replicated from an original relief found at the territory of Trebinje.
