The coat of arms of Rogatica is prescribed in Article 2 of Decision Odluka o usvajanju idejnog rješenja simbola opštine Rogatica, adopted on 27 June 2008 by the Municipal Assembly and published on 10 July 2008 in the Municipal official gazette Službeni glasnik opštine Rogatica, No. 9. This is repeated in Article 6 of Statutory Decision Odluka o izmjenama i dopunama Statuta opštine Rogatica, adopted on 15 December 2009 and published on 21 December 2009 in Službeni glasnik opštine Rogatica, No. 9.
The rules of use of the coat of arms are prescribed by Decision Odluka o upotrebi simbola opštine Rogatica, adopted on 25 February 2010 and published on 5 March 2010 in Službeni glasnik opštine Rogatica, No. 2.

The coat of arms was selected in a public contest prescribed by Decision Odluka o raspisivanju konkursa na temu, adopted on 31 January 2006 and published on 9 February 2006 in Službeni glasnik opštine Rogatica, No. 2. The five-member commission was appointed by the companion Decision Odluka o imenovanju Komisije za odabir idejnog rješenja simbola opštine Rogatica, adopted the same day and published in the same issue of the gazette. It was given 60 days for thedelivery of design and awards of 2,000, 1,000 and 500 KM were prescribed.
The report of the commission Zaključak o prihvatanju Izvještaja Komisije za odabir idejnog rješenja simbola opštine Rogatica was adopted on 30 April 2008 and published on 12 May 2008 in Službeni glasnik opštine Rogatica, No. 6.

The coat of arms, designed by Željko Klisara, from Pale, is prescribed as follows:

The symbol of the municipality of Rogatica is in shield-like shape, in the colours of the flag of Republika Srpska; it is vertically and horizontally divided into four fields.
At the top of the shield is the logotype of the municipality of Rogatica inscribed in Cyrillic and Latin script.
In the first field is the Pavlović tower, representing the historical heritage of the municipality of Rogatica.
The second field represents the natural resources of the municipality of Rogatica and Mount Devetak, represented with two lines, light and dark green.
The third field symbolizes the village of Borika, renown pure-breed horse stables, turist centre and agricultural region.
In the fourth field, a bridge over the Žepa river is represented, on which the Nobel Prize laureate Ivo Andrić used to write; the bridge was proclaimed a national monument of Bosnia and Herzegovina.
