Tuzla Canton was called Tuzla-Podrinje Canton (Tuzlansko-podrinjski kanton) until February 1999. Podrinje means "region near river Drina", but the river does not flow in the Canton, therefore the name change.

The symbols of Tuzla-Podrinje Canton were prescribed by Law Zakon o utvrđivanju i upotrebi grba i zastave Tuzlansko-podrinjskog kantona, adopted on 8 and 11 August 1996 by the Canton Assembly and published on 13 August 1996 in the Canton official gazette Službene novine Tuzlansko-podrinjskog kantona, No. 4 (text).
The symbols were prescribed in Article 5 of the Canton Constitution Ustav Tuzlansko-podrinjskog kantona, adopted on 19 June 1997 and published on 25 June 1997 in Službene novine Tuzlansko-podrinjskog kantona, No. 7 (text).

The Canton has a coat of arms, a flag and a seal, as well as other symbols, on which the Cantonal Assembly decides.
The symbols of the Canton shall be used next to the symbols of the Republic of Bosnia and Herzegovina and of the Federation of Bosnia and Herzegovina, in accordance to the laws of the Federation.
For the adoption of the symbols the majority of votes in the Cantonal Assembly is required.

The flag is in proportions 1:2, horizontally divided green-white-red. The green stripe takes up top 70% of the flag width, the white and red 15% each. The coat of arms is set "in the centre of the left side".

The symbols were abolished by Decision Presuda Ustavnog suda Federacije Bosne i Hercegovine, adopted on 7 July 1998 by the Contitutional Court of the Federation and published on 16 September 1998 in Službene novine Tuzlansko-podrinjskog kantona, No 8 (text).
The Decision abolished Article 4 of the Constitution (that is, the name Tuzla-Podrinje Canton), as well as Articles 3 and 4 of the Law on the symbols (that is, the description of the coat of arms and of the flag).

Adoption process of the symbols of Tuzla-Podrinje Canton, 1996-1999

The symbols of Tuzla-Podrinje Canton were prescribed in Article 6 of the first Canton Constitutional Law Ustavni zakon Tuzlansko-podrinjskog kantona, adopted on 22 August 1994 and published on 13 September 1994 in Službene novine Tuzlansko-podrinjskog kantona, No. 1 (text).

The Canton has a coat of arms, a flag and a seal, as well as other symbols, on which the Cantonal Assembly decides.
The symbols of the Canton shall be used next to the symbols of the Republic of Bosnia and Herzegovina and of the Federation of Bosnia and Herzegovina, in accordance to the laws of the Federation.

Decision Odluka o obrazovanju, zadacima i sastavu komisije za grb i zastavu Tuzlansko-podrinjskog kantona, adopted on 27 April 1995 and published on 2 May 1995 in Službene novine Tuzlansko-podrinjskog kantona, No. 1 (text), appointed a 12-members commission to run a competition for the symbols and to draf the Law.
Decision Odluka o raspisivanju javnog konkursa za prijedlog rješenja grba i zastave Tuzlansko-podrinjskog kantona, adopted on 30 September 1995 and published on 11 October 1995 in Službene novine Tuzlansko-podrinjskog kantona, No. 3 (text) prescribed the competition. The text mentions another, previous competition launched on 15 October by the Ministry of Education, Science, Culture and Sports. The designs already submitted to that competition were counted as submitted to the new one, as as. The competition was opened for 60 days. The awards were provided for 5000, 3000 and 1000 DEM, for the first three prizes, respectively, as well as three aditional prizes of 500 DEM and finally 150 DEM for every other contestant submitting the proposals.

Legal basis of municipal symbols in Tuzla-Podrinje Canton

Article 6 of the Law on local self-government, Zakon o lokalnoj samoupravi, adopted on 30 June 1998 and published on 7 July 1998 in Službene novine Tuzlansko-podrinjskog kantona, No. 6 (text):

A municipality or a town may have a coat of arms and a flag, whose design and use are prescribed by the municipality or town regulations.
The Ministry of Justice shall approve the design of the coat of arms and flag of a muncipality or a town.
A muncipality or a town has right and obligation to use the coats of arms and the flags of Bosnia and Herzegovina, of the Federation of Bosnia and Herzegovina and of the Canton, in accordance with the Law.
