Comptroller of the Currency (part of Treasury Department)
This is a new flag that I had not seen before finding it in the photos below. The flag has the Comptrollers seal on a deep blue (navy blue?) flag with the elements in gold with and blue (with white outlines) on a golden background with white outside ring.

(I think I can clearly see 2 letter "R"s here which would make this the Comptroller of the Currency's flag, not just a generic Treasury Dept. flag.

The flag of the Office of the Comptroller of the Currency appears to differ from the Comptroller's flag.

I think there is a difference between "Office of the Comptroller" rather than "the Comptroller" and that is shown on the flags.
