Prairie Village is a city in Johnson County, Kansas, United States, and is a satellite city of Kansas City, Missouri. The population was 22,072 at the 2000 census." - from Wikipedia.

"This is a white flag with the words "City of Prairie Village" "Star of Kansas" with a eight pointed star in the middle of the flag.

From the City Clerk:
"The Star of Kansas was adopted by the City Council in 1969. The emblem incorporates an 8-pointed star based on the "v" in the city's name. The center of the emblem is formed by stylized versions of the letter "p" which also form a version of a sunflower, the state flower."" - from Waymarking website.
