Description of the flag

The flag shows an eagle and a bear as supporters of what appears to be a seal- a circular emblem with an outer ring bearing 4 stars and the word EUREKA at the bottom, and an inner image showing a dead tree with a noose hanging from a branch, a horse and rider in mid-distance, and a mountain range in the background. However, the county seal looks nothing like that. It depicts a woman in classical garb sitting on a hillside (see 207.104.47.50/images/seal_shadow.jpg ). I haven't been able to find anything on the coloring of the flag as yet.

The seal as shown in Wikipedia (en.wikipedia.org/wiki/El_Dorado_County ) is very different from this flag.
