Municipal flag of Sveti Tomaž

The flag and arms of Sveti Tomaž are prescribed by Decision Odlok o istovetnostnih simbolih Občine Sveti Tomaž, adopted on 15 June 2007 and published on 10 August 2007 in the official Slovene gazette Uradni list Republike Slovenije, 72/2007.

The flag is divided blue-white-blue, interrupted with a central square part being all blue and containing two opened books one over the other. At least this is how I understand the description in the Decision, which seems quite convoluted.
A horizontal and a vertical variants of the flag are prescribed.

The coat of arms of Sveti Tomaž is (blazoning the best I can) "Azure within an open golden window in per fess embowed argent and vert in the last a chestnut or fruited of three gules and in the base two opened books".
