It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of red and white.

Coat of arms

Shield Vert with base wavy of Argent and Vert, a castle issuant Argent, having three embattled towers, masoned Sable with port and windows Gules; fanked by two crosses of Santiago Gules fimbrioated Or, in chief a bush Sable flanked by a king's head at dexter and a moor's head at sinister. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials: "VILA NOVA DE CACELA".
Meaning:
Both heads are typical for many communes located in the Algarve. The base wavy is representing the location at the shores of the Atlantic. The castle probably is representing the Cacela fortress. Both crosses are alluding to the Order of Santiago.

Vila Nova de Cacela Commune is one of the three communes of the Vila Real de Santo António municipality (q.v.); it had 4090 inhabitants in 2011 and covers 46 km².
