It was a typical Portuguese municipal flag, with the coat of arms centred on a plain white field.

Gules, a castle Argent, flagged and roofed of the same, with port and windows Sable, under an inescutcheon of Portugal ancient between two stars Argent. Mural crown Argent, with five visible towers (city rank) and white scroll with black upper case letters reading "CIDADE DE TORRES VEDRAS" The former arms had been the same, but the mural crown had just four visible towers (town rank).
