It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Coat of arms

Shield Vert, a lion passant Argent tongued Gules, holding a palm frond Or in his right forepaw, in chief two chairs adorsed Or, in base a corn cob Gules leafed Or in pale. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals SEROA - PAÇOS DE FERREIRA".
Please not that Portuguese blazon says "lion leopardised", but a leopard should be always guardant.
