It is a fairly typical Portuguese communal flag, with the coat of arms centred on a plain white background (village rank).

The arms are Gules a representation of a tin ore crystal Argent garnished Sable and in chief two pears Or and in base a bunch of grapes Purpure held Or. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "VELA GUARDA".
Meaning:
The coat of arms refers to local mining of casserite and to local agricultural products.

Vela Commune is one of the 45 communes of the Guarda Municipality (q.v.); it had 567 inhabitants in 2001 and covers 22,29 km².
