About the flag

The flag is quartered in yellow and black and the coat of arms has a silver field with a big green cross of Avis with a yellow three-towered castle over the intersection of the arms. In the free space at the bottom two “heraldic” black eagles face the cross. What are the devices at the top, anyone knows?
