According to "Kampo" (Japanese government gazette), the post of Japanese Resident General of Korea (Tokan-ki) was established by Japanese imperial ordinance No.21 in 1906 (dated 15 February). The positional flag was used while Korea was a protectorate of Japan and was discontinued in use in 1910 when the post of the Japanese Governor General of Korea (Chosen-Sotoku) was established.
