The town emblem was adopted on Mar 29th 1949 by Notice No 9 but there is no flag law. The blue flag has a yellow town emblem in the center. The town emblem is a stylized katakana エン and kanji 別 Betsu. it represents a spirit of peaceful concord and a harvest of northern limit rice crop.

The town emblem was adopted on Aug 1st 1935 by Notice No 35 but there is no flag law. The green flag has a white town emblem in the center. The town emblem is a stylized katakana ハボロ Haboro. The circle symbolizes the towns peace and the center part does the town’s main industry such as black diamond = coal, Haboro rice and a good catch of herring. They use the flag at the town hall building everday. They also use the green flag charged with a yellow town emblem and a yellow kanji town name vertically at the hoist with a yellow fringe in the chamber when they receive guests.

The town emblem was adopted on Jun 13th 1972 by Notice No 15 but there is no flag law. The blue flag has a white town emblem in the center. The town emblem is a stylized kanji 増毛 Mashike. It represents the town’s development, the town people’s solidarity, peace and a spirit of reconciliation.

Obira Town / 小平町

The town emblem was adopted on Nov 26th 1937 but there is no flag law. The blue flag has a white and a red two color town emblem in the center. The town emblem is a stylized kanji 小平 Obira in a form of a snowflake. The center star symbolizes the Polar Star. It represents a strong and unlimited pathway by the residents eternal solidarity.

The city emblem was adopted on Dec 12th 1964 and the flag was adopted on Jun 21st 1968. The blue flag has a white and a yellow two color city emblem in the center. The city emblem is a stylized katakana ル Ru of Rumoi in a diamond shape which symbolizes Hokkaido and a plant leaf coming out from the soil. The city emblem is surrounded by four seagulls which represent a sea port.
The flag proportion is 2: 3.

Shosanbetsu Village / 初山別村

The village emblem and the flag were adopted on Apr 16th 1968 by Notice No 9. The green flag has a yellowish orange village emblem in the center. The village emblem is a stylized hiragana し Shi of Shosanbetsu. The chevron extending to three directions symbolizes the village’s mountain and the development of three districts (South, Central and North).
The flag proportion is 2: 3. The height of the emblem is 54/90 height of the flag.

The town emblem was adopted on Oct 1st 1950 by Notice No 21 but here is no flag law. The green flag has a white and an orange two color town emblem in the center. The town emblem is a stylized katakana テシホ Teshio. The circle is composed of four (Shi) stylized kanji 天 Te which symbolize the town’s peace and progress. The center part represents the town people's solidarity, a good crop, a good catch and the town's autonomy.

The town emblem and the flag were adopted on Dec 18th 1967 by Ordinance No 26. The blue flag has a yellow town emblem in the center. The town emblem is a stylized katakana トママエ Tomamae. The circle symbolizes peace and happiness. The lower part represents the town’s future which unlimitedly developes. The blue color stands for Northern sky and sea and the yellow color for a rich harvest.
The flag proportion is 2: 3. The diameter of the emblem is 5/7 height of the flag.
The official town flag has only two colors: blue and yellow as per the flag law. No white fimbriation is used.
