The coat of arms is prescribed by Decision Odluka o grbu i zastavi općine Tovarnik), adopted on 29 December 1993 by the Municipality Assembly and published on 28 February 1994 in the County official gazette Službeni vjesnik Županije Vukovarsko-srijemske.
This is repeated in Articles 5-7 of the Municipality Statutes Statut Općine Tovarnik), adopted on 8 April 1994 by the Municipality Assembly and published on 29 April 1994 in Službeni vjesnik Županije Vukovarsko-srijemske, No. 5, and in the aforementioned 2001 Municipal Statutes.

The coat of arms is described as follows:

In a blue shield a ploughshare crossed by a rake and a scythe. On both sides are the wheat ears. All elements in the shield symbolize the way of living and the rich soil from which and on which the people are living. The dimensions of the coat of arms are 50 cm x 50 cm.

The arms, "Azure a ploughshare argent in pale above a scythe and a rake sable bladed argent in saltire and two corn ears crossed in base", are said to be the historical coat of arms of Tovarnik. Indeed, an almost identical coat of arms is found in Laszowski's Coffee Hag Album [lsv39], where the author states that it is based on the 1860 seal and colored (reconstructed) by himself based on that seal.
