In the episode of Disney’s Kim Possible, called
“Job Unfair”,
Dr. Drakken tries to take over Canada using a weather machine so he can rename
the country Drakanada.

Shouldn’t it be a canadian pale, in 1:2 ratio,
so that the central area is a square?

I thought so too. But in the
screencap
it does not look like 1:2 to me. Perhaps Dr. Drakken decided that, since he
was already making rather noticeable changes, the proportions were fair
game too.

This flag is from a movie based on the the Disney TV show Kim
Possible, called “Kim Possible: A Sitch (sic) In Time”.
The plot involves the supervillain Shego stealing a time machine and using it
to subjugate the Earth of the future, where her green/black flag as the
“The Supreme One” hangs from every lamppost.
