According to the Manual del Estado Español (Handbook of the Spanish State, Spanish text only) by Editorial Lama: no flag, historical coat-of-arms [meaning there is no known adoption date] (16th-18th centuries):
Pascal Vagnat, 16 Jul 1999
Either the reader or the Manual have it wrong. The motto is "Portus maris et terrae custodia," "A port which protects both land and sea."

Huelva province currently has an unofficial flag which is the same as that of its capital: white with a small blue square in center.

Unofficial flag. The source for Jens Pattke's image is Ministerio para las Administraciones Públicas 1992.
