The Ensign of the Governor of Mato Grosso do Sul State was created by the State Decree 514 of 8 April 1980, here is the text of the rule as provided by the Legislative Assembly (parliament) of the State:

"The Governor of the State of Mato Grosso do Sul, using the powers conferred on it by clause III of art. 58 the State Constitution, decrees:

Article 1 is hereby established the Ensign of the Governor of the State of Mato Grosso do Sul.
§ 2nd The Ensign mentioned in previous article is intended to be flown from their barracks and military establishments where the Governor is present in accordance with the Regulations of continence, Honors and Signs of Respect.

Article 3 The Ensign of the Governor will be basically the universal flag of rectangular shape: white field of 0.90 x 1.35 m, the center consists of the Coat of Arms of the State (Annex I).
§ 1 Insignia mentioned in Article 3 shall be made of woven wool bucle.
§ 2 will be permitted the making of the flag of the State of Mato Grosso do Sul, size 0.30 x 0.20 cm for use in the Governor's car only (Annex II)."
